Now you can restart Steam in Offline Mode, turn off the Internet (note: order doesn't matter), and hit that golden Play button on your GTA 5 Library page.
If you purchase digital games downloaded from Xbox Live, make sure your licenses for the games are upto date on the console before you play offline. Otherwise you will be fine for most games. Disc games should work offline with no issues. Games like GTA & online only games will only work while online.
No worries, because GTA V is not VAC protected (none of Rockstars games are). The single player game is perfectly safe to mod, based on my own experience, and everyone else using mods like LSPD:FR, which like many people, for me includes Scripthook V. Just make super sure that your mods aren't running in online.

If you use OpenIV, you can stream the mods from a different directory so that they don't directly replace the original files, you just tell the game to load files from a different folder instead. So when you want to play with mods, enable this setting, and when you want to play Online, disable this setting. All with a press of a button.

Click on the green button to download the file and install it. Run the program, and you will be asked to select the game and platform you want to mod. Select 'Grand Theft Auto V' and the 'Windows' button under the name. It will ask you to navigate to the GTA 5 game folder.
EDIT: Thanks to u/wybo76 for pointing out you have to physically disconnect your computer from the internet and then launch the game for offline mode. So that means when rockstar servers are down,you have to disconnect from the internet to play the game. That is the stupidest thing i have ever heard. Rockstar its your fault i can't connect
